The Williams and Russell Affordable Homeownership project provides critical “missing middle” housing for low- and moderate-income families and individuals affected by displacement and gentrification.

Overview

Idea

Develop 20 homes in a mix of “missing middle” housing types in a townhouse style development. The units will be accessible to buyers within the 60%-120% AMI.

Implementation

The townhomes will strive for a Earth Advantage Platinum certification and prioritize first-time homebuyers who were most impacted by displacement from Legacy Emanuel Hospital expansion. The project will also aim for 30% target participation through design and construction.

Results

The townhomes were conceptualized using a community-led design process and will provide community reparations to those impacted by the hospital expansion by utilizing the Portland Housing Bureau preference policy.

  • Secured $3.8M from the Portland Clean Energy Fund (PCEF) for a 115 kW solar array and energy efficiency measures

  • Secured $1.5M in equity investments

  • Led a multi-phased engagement plan with 100+ participants to create a community-informed design
